If you are in Wi-Fi mode and Wi-Fi remains available, it keeps working on Wi-Fi. If the selected network is unavailable, the camera records locally and resumes network features when the connection returns.
Cloud usage depends on how often events happen and which cloud plan you choose. Event-only cloud plans use less than continuous cloud storage, and local-only recording uses no cloud bandwidth.
